Cart traffic regulation

I need some ideas on enforcing the cart plans for daily play. Most of the time we are able to have carts off the path due to our ability to drain, and golfers (usually members, as we are semi private) have grown accustomed to free reign. On the days that we are on the path, a large percentage of members take it upon themselves to decide the traffic plan. In addition, this winter has been a little extra harsh and some shady areas are slower than normal to green up. As a result I have restricted a hole to cart path only until I am more comfortable with the turf situation. Aside from camping out on the hole and reminding each group to stay on the path, does anyone have a policy in place for such an issue?
I am planning out a letter to send to the membership detailing the decisions that are being made and reminding them of their responsibility to respect the course.
Any suggestions would be very helpful.

Our members do a good job of following the rules when we have issues with wet holes or areas, we post cart path only signs or ropes and posts in small spots. To make one hole truly path only very low plastic rope post to hold the rope up, we do it all the time in wet areas and along spots where carts go too much to realign the way to go. These little holders are only a foot tall and easy to walk over but keep carts where you want them, message wise, good for ground under repair as well. There is always places needing rope off and this year after the 80 inch of snow cover melting off and now more wet weather, our late to start golf season, our golfers wanting to go, will be romping hard in Chicago.

Matthew I feel that cart restrictions should always be in the discretion of the superintendent. As the superintendent you are the one who puts the hours in on the course and no one else has the insight or experience to decide what the regulations should be. Not the golf pro, not the director of golf and for sure not members. I had a Director of Golf once pull a cart path only restriction when I left the course and I called my immediate supervisor and quit. I ended up being there for quite sometime, him not so long. Maybe you could find some literature/research for your members siting the damage caused by carts on wet soils, but you will always have those who push the envelope or who know better than you. Your proshop I feel also has to be on board and educate and police the rules with members. If you don't have a good golf pro it could have you pulling your hair out. Most seasons I end up bald!!

We just added a new fleet of club car carts with visage gps.
We now have control of every cart, all day, every day!
It allows us to designate no cart areas etc etc
Go to the visage website and then see what it will do.
We have picked up 20 minutes each round as well.
