I have a Toro 3500D (sidewinder), and the blades turn, even with the PTO switch in the off position. It also seems to mow a little funny, like not very clean as if we aren't getting the speed from the hydraulic motors we should be.

My guess is its something in the hydraulic pump or manifold huh? Not being a mechanic, but forced into it for now, is this a very difficult thing to mess with? Or has anyone else had a similar issue and what was the diagnosis.

    Thanks for any advice.

Having the blades turn with the PTO in the off position creates a very dangerous situation. You could try adjusting the braking valve. I am attaching the adjustment for that from the service manual.

A worn out Hyd deck motor can cause both of those problems. I suggest first doing a case drain check on all three motors.

proportional valve on manifold block must be sticking open and not closing and not opening all the way. basically the stem that the solenoid sits on.
