Last year we switched our collars from 2 mower widths to 1. anyone have tips on keeping the greens mowers mowing consistent clean up passes to keep the same width instead of having to paint every week.

We used to put the drive wheel on the greens edge making the collar slightly less than a mower width.

Ive seen something along the lines of a pvc pipe and ribbon attached to the bucket to keep this uniform. The ribbon drags rough grass.
We mow our cleanups without a bucket for that reason and others (weight/stress)

The only way to get the persons mowing greens to do the cleanups correctly is to make them accountable. Have the same people mow the same cleanups on the same greens every time, or just have one guy do all the cleanups. Some people are naturally better at it than others. Find your best 3 or 4 guys and have then do it.

We do a combination of things and it has helped:

1.) Paint every other to every 3 weeks
2.) Same guys are assigned greens so they are always mowing the cleanup and held accountable
3.) Removed baskets to be able to see better but like Tony said, also relieve from stress.

Our collars are 2 passes with a Toro 1000
