It's been a few years, but, the process we used was to bury the area with sand prior to lowering the height. Then, once the turf begins to emerge and is fairly close to full coverage, begin mowing at the lower height. Continue this practice until scalping begins, then topdress some more. I've always typically kept temporary or chipping greens on 419 at a height of .250" and still provided a decent putting surface. Be realistic though and remember it is temporary and therefore putting condition expectations should reflect this. Only downside to this process is the extra topdressing will leave a raised area. Coring and rolling this area will help get it back to level with the surrounding turf.
