Seed will not germ

    We built a driving range last august and opened it this spring. We are located on the west side of Ohio. The dirt was used for the tee was fill dirt from a local hospital being built. It was built up a few feet and then we had the contractor brillion seed it with 50/50 blue/rye. It came in nicely. 
    Ever since then, divot mix will not germinate. Same stuff I use for my tees out here and I have no issues with the tees on the course but maybe only 1-5% will germinate on the range tee. It hasn't been sprayed with any pre-em. 
    I feel like I am to the point of taking soil samples and seeing whats in this "free" junk dirt. The contractors apparently put a few inches (more like one; city did it on the cheap) of topsoil on the tee top....that all flew off the tee with divots. I have never struggled to get seed to germinate before. 
    Anyone else ever run into this issue? Advice?

    I agree that soil test should be taken. What is in your divot mix? I use sheep manure with a little sand and some organic fertilizer with mycorrhiza in it. Try soaking your seeds overnight before they go in the divot mix. On really hot days we will be so anal as to water the filled divots on the tees with watering cans because once they pop, they can die in a day if not watered.
