Just a little confusion here, you said you replaced the igniter. A separate igniter hasn't been used on that engine since 1996. The ignitor is built into the coil. Regardless, the only thing you haven't addressed as I can see is the spark plug cap assembly. Remove the cap assembly and with an ohmmeter place the red probe on the end that fits the spark plug and the black probe on the other end with the screw in it. You should read resistance of 4.5k - 6.0 ohms. If not, replace. Another problem could be the wire to the coil that attaches to the terminal (ignitor) could have been pinched by the engine shroud or just not making a good connection.
