A local General Contractor can take it from concept to finished product. You can rough sketch what you want, and they can engineer from there, along with cost estimates, to meet local codes. I would suggest going this route since no one knows local or state building codes and steps for approval more than a local guy. Just make sure you approve of the concept and work hand in hand with the GC the whole way.
At my last course we had a member that was a General Contractor. We traded out a 20 year membership for his fees. He took my ideas and drawing and built the building.
