So the powers that be overruled or didnt take my advice on doing cart paths. They decided to overlay 2" of asphalt on the base that was there. The surface is fine and will be ok. My issue is the cart paths are now 2" higher then the surrounding area.

Some of the surrounding areas are dirt so laying topsoil and feathering it out gradually and seeding should be fine. There are other areas where the turf is perfect, so I may sod cut back enough to backfill and blend it in.

In areas that I just want to backfill where there is turf, can I just backfill on top of the grass that is there and then seed? I am thinking it should be fine. The seed will grow and where the soil is not as thick, the grass may grow through?

    Yes. Have done this many-a-time.

Can you sod cut a strip along the edge of the new path, peel it back, add a little topsoil, then replace the sod?

I will do that on some areas where the grass is really good and the lip of the new cart path isn't too high. Some areas are 3" high so I might have to go back further then one strip.

    Hi Jeremy,
Keep an eye out for unanticipated bird baths associated with the new paths. This turned out to be our biggest issue when we added paths, it's amazing how much water can collect on a path from normal irrigation then exit in a dip. The fact that you're generally higher than grade should help it sheet off, but expect some nasty areas right next to the path in low spots to develop. In some cases we dug a sump, in others we tied into a drain system, still others we did a weird herringbone drain/ distribution system that spread the water out evenly in the rough.
