David,
Only day we do not change all 18 cups is a Monday when members do not play golf. If we have a event that day, outing for instance we will change the cups all of them as those are normally afternoon events. We begin our mornings well in advance of the first tee times on both 1 and 10 tee, so it is the job of the cup changer to get around ahead of the players on the first few holes. I do it most of the time and very rarely have issues staying ahead of them as I usually have 1.5 hours of time at least prior to the early players. I change the cup, check the green for insect/disease issues and utilize a moisture meter to keep track or the watering needs on each green including our practice greens. I also try to make 6 easy, 6 modest, 6 hard pin placements daily, along with color flags for front back middle. As a decent player myself I find it my job to be respectful to the greens and our members, as well as a fun job in the mornings to start the day. One thing every player sees when they play the course is the cup, so straight flag, good edges, and correct reasonable positioning is important everyday. Also our players play here many days a week and changing all the cups, often gives them a different feel to the course every time they come out to play. To me it is part of keeping the greens in great shape and making their rounds fun.
