Could be a couple things.
A.) Bad HPVD valve (foot valve) There could be some debris in there not allowing the gasket to seat properly, or the gasket is worn. If the gasket is worn with a good indentation in it you can twist off the plastic piece that holds it on and flip it. If you need a new HPVD valve, send me a message. I have a good and cheap source for them.
B.) The rock screen below the HPVD valve may be loose or cracked. The gasket on the HPVD valve seats to the top of the rock screen. You need a special tool with a long 3/8" extension to remove.

If you are hydraulic, then you may have other issues.
