Rocky....I do have pure poa greens in Northern California and the reason I v-cut every 2 weeks is to get sand into the canopy by the crown. Poa Annua has a high plant density per square inch vs bent grass and needs to be opened up to get the sand down and in.
Our set-up:
Carbide tips V-cut blades
Depth: .20"
Frequency: every 2 weeks when growing (Normally 9 months out of the year) then only once a month during cold periods.
I do circle v-cut though.

If you have any bent in there it will rip it right out.
We don't use baskets. I just blow and mow afterwards, top-dress and then drag and we do 67K rounds a year and we aren't closed on Monday's like some (GOD I WISH)!
Thatch removal: Use a graden or punch holes.
