Planning on a new campaign to encourage proper course care and etiquette with regards to the "Big 3" (rake, repair, replace). Any suggestions on effective methods?

Remington, Winchester and Colt after all, golfers become animals when they're on the course. ;)

A few years ago when I got to the course i'm at now I thought I was going to do the same thing. I found all the good articles and videos, talked in detail on cause and affect and spent a lot of time getting the point across about good etiquette and course care. A small portion of the membership really liked what they learned. When it comes down to it, the people that already care enough to do it are going to continue doing it. The majority of the people just don't know or don't care or both and your not going to change most of them either way.In the end I feel like I put a lot of time and effort into something that just fell on deaf ears. If you figure something out let us all know!!

I find: Johnny Walker, Jack Daniels, and Gran Patron work even better.
Especially when taken on an empty stomach.

I tried a blog to promote etiquette, but 3 years later I am considering abandoning it for 2014. I'm unsure whether the message will ever be broadly broadcasted. The theory of getting a small portion on your side to push others failed. Officially at a loss much like everyone else.

This may be a little late but here is what we did with pretty good success.

Greens: Put plastic tees in every unrepaired ballmark and left them there all day.
Bunkers: Didn't rake them for 3 days.
    Tees: Didn't repair/sand divots for 3 days.

You will get phone calls therefore your objective of gettting their attention will have been met. We saw about 50% improvement which was a win in my book...

    Good luck!!!!
