I have 8 (newish) Club Car Precedent Excels with on board chargers and retractable AC cords. Sometimes when one of them is plugged in to the mains outlet, it blows the breaker, and leaves a soot residue on the outlet. I suspect that there is rainwater / splashes in the fuse cavity of the plug, and a drop of water shorts to the live plug prong. Is there an effective way to protect this plug while still retaining access to it? or do I need to change to all sealed ones? Also, the commutators in the cord retractors are iffy.

You can spray with a shot of dielectric grease to dispel any water on the prongs. But, if the breaker is tripping, I would make sure you aren't overloading the circuit with too many chargers plugged in at once.

I know on the regular ones they say to occasionally spray them with WD 40
