Initially will not start. But starting solenoid will click. After replacing starter solenoid, no click at solenoid or hydraulic tank. Power is not getting through starter solenoid. 90% of wire loom has been removed to check for visible issues. No issues with wires. Swapped raise relay with starting relay (NO CHANGE). Fuses are good, ground good and connections good and ignition switch is fine. The mower will not start. Any help would be appreciated.

Joey, I'm no mechanic, but it sure sounds like one of those darn safety interlock switches??
    Good luck!

I would try tapping the starter with a hammer. This used to happen to my old Jeep and periodically I'd have to get underneath and tap the starter with a rubber hammer a few times and then it would start right up. Sometimes the brushes inside the starter get out of sync and tapping it a few times lines them back up. But then again I'm not even sure if greens mowers are wired up like that...

Voltage drop test. Look at the schematic for the start circuit and start with power supply to key switch and follow the system with the volt meter until you end up at the problem. You can also do a voltage drop test for the starter first, then run through your safety switches. The should go rather quickly and find your point of trouble without replacing or probing holes into the wiring harness. If your not familiar with this sort of testing, take a look on YouTube. There are a ton of videos the will guide you through voltage drop testing. It's the most accurate way of finding electrical issues.

You have probably already solved this issue, but I find this is a common problem. Most likely it is (if not a blown fuse) a safety switch issue. Get a piece of 12 gauge wire (solid wire, not stranded) you will need like 4 inches, strip off a half inch on each side. Now, go to each safety switch, one at a time, unplug the connectors, and plug the wire you have made into the connector that leads back to the wire harness. Try to start your engine. If it does start, then you have found the issue, and need to replace the switch (connector that you did not plug the wire into) if the engine does not start, then go on to the next safety switch and keep trying. I would start and the most likely culprits first: seat switch, then brake switch, then to the harder ones on the neutral/mow speed/transport speed lever. If none of those are the answer, and your fuses are all good, then use a long screwdriver to jump the connections on the starter solenoid....does the engine start then? run good? if so then back to the drawing board, but if it still wont start, you have an engine problem, not a wiring problem. good luck, hopefully you have already solved the issue!
